Airbnb and the Edinburgh Visitor Levy: What Hosts Must Do

What Airbnb does and does not do

Airbnb's Edinburgh FAQ says the legal obligation remains with the host. Its tools can help collect an amount from the guest, but Airbnb does not automatically submit that amount to City of Edinburgh Council.

Airbnb's general custom-tax guidance says taxes added by a host are charged to the guest, shown in the price breakdown and paid out to the host. The host is responsible for setting the tax correctly and for reporting and remitting it.

Treat older and newer bookings separately

For Edinburgh stays from 24 July 2026, the booking and payment history can determine whether the levy applies. A booking paid in part or full before 1 October 2025 can be protected if it meets the council's detailed conditions.

Airbnb told hosts to account for eligible stays booked between 1 October 2025 and 23 July 2026 through pricing. For eligible bookings made from 24 July 2026, Airbnb points hosts to its custom tax tooling. Keep the original booking date, payout detail and pricing method so both groups can be explained later.

Check Airbnb's taxable base against Edinburgh's rules

The Edinburgh levy is 5% of the accommodation-only portion before VAT and is capped at the first five consecutive nights. Standard cleaning is generally treated as part of accommodation even if itemised; optional extras are different.

Do not assume a platform setting is correct simply because it produced a tax line. Check whether the selected base includes the right accommodation fees, applies the five-night cap and handles VAT consistently with your status.

  • Exclude Airbnb service fees and security deposits from the host-defined taxable base.
  • Include accommodation-related mandatory charges where the council guidance treats them as part of accommodation.
  • Do not add the levy again outside Airbnb when the guest has already paid a final inclusive price.
  • Record the amount collected separately from the normal accommodation payout.

What to retain for each Airbnb stay

A clean audit trail should show how the Airbnb reservation became the figure in the official quarterly return.

  • Airbnb reservation code and listing/property.
  • Original booking date and qualifying payment evidence.
  • Check-in and check-out dates, including changes.
  • Accommodation-only charge, excluded optional extras and nights beyond the cap.
  • Levy amount, VAT-on-levy where relevant, provider retention and amount due to the council.
  • Cancellation, no-show, refund or manual adjustment evidence.

Worked example

Airbnb host example

  1. Three-night accommodation charge before VAT: £600, including a mandatory standard cleaning charge.
  2. Optional paid parking: £30, excluded from the levy basis.
  3. Edinburgh levy: 5% × £600 = £30.
  4. If Airbnb's custom tax tool collected the £30, it is paid out to the host; Airbnb does not remit it to the council.
  5. A VAT-registered host should separately account for VAT on the levy amount and confirm the booking treatment with their accountant.

Result: The host records £30 of levy and remains responsible for the council return and payment.
